Can't find any of my Victron bluetooth devices on Windows 10

VictronConnect doesn't list any of my devices when running on Windows 10. I verified that Bluetooth is running and enabled. How can I get this working?

The Victron website states that VictronConnect is Windows 10 compatible:

VEConfigure is fully compatible with Windows 10.

VictronConnect is partially compatible with Windows 10, but not via Bluetooth connections. You will need to use the VE.Direct to USB adapters.
