Because at the location (where i want to use the app) does not exist a cellphone signal or Wlan (i have no chance to connect the internet).

No, you don't need an internet connection. All firmware files are included.
Location services is required for a Bluetooth connection between Victron device and Smartphone..
Vicrton Connect has all the required firmware loaded as per last update...
