How can I use one of the relays in the Venus to turn on a fan, when the temperature is 25F higher than the outside air ?
This way it will turn the engine room fan on, BUT only when needed?

@jan-kees, unfortunately there is not currently a supported way to do this; temperature-dependent relay parameters are not available.
