Is it possible to put a Cyrix-ct between the house battery bank, which is charged by the Multiplus II, and the starter battery which is charged by the second charger output which is limited to 4A. This will allow the starter battery to charge faster once the house batteries are fully charged.

I am not sure why your starter battery would need more than 4A to maintain it? The amp rating of the CT is a bit overkill for house bank to starter bank charging.
If its self discharge is high it may be time for a new one in anycase.
An easier option may be to get the little automotive charger to add to the charging, or look at the other charger options.
