I have a victron 215WP solar panel connected to my MPPT 75/15 controller which is connected to my leisure AGM battery.
When there is no solar power, I can't seem to connect my phone to the MPPT. Is this normal? or does the MPPT normally takes power from the battery?
+ can you in some way check with the victron connect app the charge status of the battery?

No, this is not normal. You should be able to connect to a smartsolar even with the solar unplugged. As long as there is a battery it will be reachable.
You can't check the charge status but you can see charging history, which shows you whether or not your battery went into float the previous day, which over time is a fair indication of whether your system is discharging or not.
