How do I get venus-data.tar.gz to be unpacked on reboot?

Platform: Venus OS Version 2.53 (see boot log attached below) Rpi-3

I have an SD card with a tar file made on a Venus GX raspberry pie but I don't think this is anything to do with the Raspberry pi platform as the process should be so simple.

When I reboot Venus the venus-data.tar.gz is not unpacked.

However execution of either of the scripts:

/etc/rc5.d/S30update-data.sh
or /etc/init.d/update-data.sh 

Works fine and reports: "Updating /data with /media/sda1/venus-data.tar.gz"

And the contents are correctly installed on /data

What can be going wrong to disable the unpacking of venus-data on reboot?

I have identified in the log below where the update-data script should be running according to the numerical order of the scripts in the rc.5 directory (between the avahi and php-pfm.
