Controller not working?

I have the Blue energy 100 / 50 controller. Controller stays in bulk mode even in bright sunshine and does not enter absorption mode even when the batteries are low. any thoughts as to why it would do this?

Why should the MPPT switch in to absorption if the batteries are low/empty?

Bluk is the first stage of the charge algorithm. Manual page 1:
