Solar panel does not charge, charger remains in bulk modus.

My MPPT 75/15 charger, or panel does not charge till full, it remains in bulk phase. Except when i’m travelling then the battery becomes full. After 4 days the battery will be below 12 volts. I’m not a great user of electricity, the max will be 40 watts. My panel generates not more then 1-4 watts even if the battery is below 12 volts, no matter the weather. Firmware is 1.64.

Any answers?

Not enough detail here to even make a guess: have you put your panel specs into the MPPT calculator?
