Have 48 volt panels and Lithium Iron Phosphate batteries.
Fluke says voltage from panels is 49.90.
The 5 volt difference required between charger batteries won't allow the charge.

That's you answer, you need a higher PV voltage.
You have to connect at last 2 Panels in series.
If you have 4 panels and a 250V Charger,put the 4 Panels in series
