Understanding VRM user and installation access control

I read in the "Getting started with VRM" something that seems odd to me. It states:

It is possible to pair one installation to multiple user accounts. And also it's possible to have multiple users connected to the same installation.

Isn't this the same thing? (One installation paired with many users, many users connected (paired) to same installation.) It might be so that the intention is to describe that one user could have access (paired/connected) to several installations and that each installation could have several users?

"was" in first sentence should naturally be way.
