Phoenix MultiPlus 12/2000/100 Auxillary charging - Voltage but no current

I have recently purchased a new boat and it has a older Phoenix MultiPlus 12/2000/100

I notice the Auxillary charging terminals have a voltage of around 13.8V but when connected to the start battery which is 11.7 volts no current flows into the battery or minimal (0.1 A) as measured by a clamp meter over the positive auxilly charging lead. I was expecting around 4A as per the Specs

Auxillary terminals are connected direct to Start Battery.


Thoughts?

Might be high resistance between the Phoenix and starter battery. Bad connections, thin wire, long runs. What voltage do you see at the battery connections?

When not connected to batteries 13.58 V on charge cables (measured between positive an negative charge cables (about a 0.2 V drop as compared to measuring at the auxilary charge terminals) and 11.7V at battery terminals

When charge cables are connected to the start battery there is no increase in voltage at the battery terminals from the 11.7V
