Cyrix Li Charge constantly "connecting"

I have a Cyrix Li Charge 230A that I am testing. When I hold the charge disconnect terminal high, and keep the charger and battery terminal at 14V, the LED flashes every 2 seconds indicating "connecting", but never stays on.

What is it doing in the "connecting" state?

Why does it stay in the "connecting" state rather than the "engaged" state?

Did you actually connect a battery at the battery terminal ? Just probing a 14V supply on the terminal won't work, it needs to draw some current.
