We have faced a similar problem as indicated below. However, in that topic it has not been reached any solution.
CCGX and Router
When we have trying to connect a CCGX with laptop we can not see static ip adress, or, we cannot add ip manually.
We have already tried another ethernet cable, addtionally we restarted all equipment,however, we cannot f get any result.
I went another way I set the router DHCP to have a static IP address for the CCGX and that fixed my issue. and that way you dont need to allocate a static IP in the CCGX.
Just one solution but this will depend on why you want a static IP in the first place
For myself it was because the IP Address assigned by the router kept changing the IP and thus a direct connection was a pain. as I had to look up the new address using the VRM
