Can the Victron EV charger work as a standalone device? without solar station, cerbo and other elements

And another question - the charging station is not equipped with a wire? does it need to be purchased separately?

Yes it can. The main difference is, if I am not mistaken, you can't take advantage of the auto function (use excess solar) without the Cerbo GX
