Is the "MK3-USB" dongle/interface electrically isolated from the inverter?
Can't say definitively, but it plugs into the usb port of the computer, if it wasn't it would have destroyed many laptops by now.
Yes, it is isolated.
My one uses an Analog Devices ADUM1201 for isolation and you can see good PCB isolation too.
The Victron Communications White Paper mentions the Mk2 and Mk3 are galvonically isolated.

To my knowledge no.
I use a USB Isolator Modul ADUM3160
Better off using VE Config with the dummmy port and uploading the config file from Dashboard > devices screen.
