Mppt blue led always blinking

I have got a MPPT 75/15 which has always the blue light blinking, even when the battery is almost empty. The App shows that the solar panels are not generating power, but when I test the solar panel output with a small fan, they work perfectly. All the cables are connected properly and the panels are connected in serie. Also, the 20A fuse is still fine.
what can the problem be?

The app says 0V from PV. Check to polarity.

Show a picture of your wiring.

Also show the Rating of your SolarPanel (Voc,Uoc, Isc)
