I am assuming that the mppt is not part of a system.
This half day start is a common question. The day is started when the panels are connected. A simple fix is to switch off pv input from the panels and reconnect them first thing in the morning.
On the float thing there can be several causes. How are you working out that it is reaching float before it should be?
Target voltages may have been reached and the battery is no longer pulling the amps necessary to be classed as bulk. (Can be the battery or the pv is not quite supplying the power needed so triggering the float response)
