I purchased 3 battel born batteries new from dragon energy. One of the batteries has only 2.5 v and the other 2 have 13.5 V > should I charge the 2.5 v battery before I connect them. If so can I use a bettery tender plus 1.25A charger to charge it.

You may have received a defective battery. I would contact Battle Born and ask them. They are very responsive. I normally get a response to an email within 24 hours.
