SmartSolar 250/85Tr MPPT problem

My SmartSolar MPPT 250/85Tr regulator have problem with maximum power point tracking. Example is in pictures, power is constant 109W (FV panel voltage is 32V), but after disable and enable regulator (or reconnect FV panels) , power jump to 405W (FV Panel voltage is 116V) and goes down to 344W.

My first question is, why after this procedure (disable and enable regulator) the regulator produces only 109W and second question is, why power goes down from 405W to 344W. First picture is from VictronConnect and second picture is from VRM portal.

MPPT 250/85 Video

Problem is in low light condition (cloudy, fog). I use this smartsolat with 12V system.

What do you mean by regulator? I have almost the opposite happening to me compared to you. My 150/100 tr can mppt will pretty regularly show my PV voltage reach my open circuit voltage but it produces barely any power. Today for instance, my 2x 150/100 mppts, each wired to 1200 watts of solar (flat mounted so I would expect some efficiency loss) only produced 1.6 kwh combined for the whole day. Both MPPTs showed my PV voltage reached 85ish volts and my open circuit voltage is about 86-88 volts.
