Victron MPPT bulk blue light has started flashing and no charge?

Please give us a few more informations (screenshots of VictronConnect).
With the manual or the Victron Toolkit app you can check what the blinking means.
There are a few for the bulk LED with different frequencies.

I think this is your "problem":

This screenshot is from the Victron Toolkit app I mentioned in my first answer.

You have 0V from your PV panels.

With your battery voltage at 13.80 the MPPT might not need to add any charging until the batteries drop below "float". turn on a heavy 12 DC load and see if the MPPT reacts.

Disconnect PV panels from the MPPT. Then remove Battery power from the MPPT and let it reset.

Connect Battery power and then PV panels and let it power back up.

Also check your PV panel wiring.

Check your settings for the MPPT.
