Charging a lithium battery from a source AGM battery

This boat has no AC shore power nor generator nor ICE. It runs entirely on renewable energy With DC propulsion. The house bank is AGM. There is no starter battery. The tender (on the mother ships deck) is also dc propelled. And is is 30 feet away from the AGM house with a lithium battery on board the tender (Victron). The tender is also dc propelled. No ICE. How can the mother ship‘s AGM house battery be charged first (using solar panels) and when floating then the lithium tender battery (lithium) be charged from the AGM house bank? Is there a smart relay that can choose current path to one battery or the other hooked up to the mppt outlet? or will a Smart 12 vdc to 12 vdc charger with a battery protect for the house bank work?
