Does the charger disable when the panel voltage runs below the battery voltage?

I have a SmartSolar 75/15 here and im powering it for a test from a bench power supply. The power supply has a max voltage of 20v, but my batteries are 24v. It's not attempting to draw any current with this configuration.

I was under the impression from some other forum posts that it was able to step up the voltage to charge the batteries. Is this not true? Not a huge deal if it cant just an annoyance that I will have to work around.

@tt2468, this is not true - the Victron MPPT is not a Buck/Boost converter. It requires vbatt+>5v from the PV side to turn on and start charging, so if your batteries are at 25v (for instance), the MPPT will not turn on and start charging the batteries until it sees >30v from the PV array... or, in this case, from your power supply.

See page 6 of your user manual for explanation of this behavior.
