Hi,
I'd like to change the settings on my BlueSolar MPPT 75/15 and connected the device with a V.E. Direct to USB cable. The MPPT does not show up in my VictronConnect application, which was installed through the App Store. What could be causing this?

The problem is that the firmware on this BlueSolar charger is to old for VictronConnect to recognize it as a BlueSolar MPPT.
When you also have a GX device, then you can try to connect it to the GX device. That should recognize it and then you can update it using the VRM website.
Another method requires a windows PC. Then you can use VE Power Setup: https://updates.victronenergy.com/feeds/ve-power-setup/windows/VEPowerSetupInstaller.exe
