I think the problem is the system in the Philippines is Line to Line, when is connected grid to AC in, there's voltage running in both terminal. Looking for a possible solution.

You are on the right track, it is wiring related.
There are some troubleshooting steps here.
But are you saying your grid is delta connection no neutral wire from grid?
Yes, there's no neutral wire from the grid. I was looking at autotransformer, if adding this could solve the problem.
Victron inverter systems reference neutral. Unless you can create a neutral you can't connect to the grid. This has been discussed a few times on the forum.
