Are node red flows active in the system as soon as they are created?
In essence, once you deploy a flow it will run as soon as one of the input nodes 'triggers'. Like if you are using one of the Victron nodes that triggers every 5 or so seconds or on changes.
You can disable the input node (if you open up the node itself there is an enable/disable option at the bottom) or not connect the node to anything, in which case nothing else happens as a follow on anyway.
Once you want the flow to do things, you can enable the input node or connect it up to something else.
