DVCC Not controlling Current properly, Too low AMPs

I have 2 x 250/100 MPPTs one Bluesolar and one Smart Solar. they are operating under DVCC control. I have them charging a Nickel Iron battery bank of 48V. The Nickel Irons require 64-70VDC at 125 Amps for C/4 or 4 HRs. the DVCC cannot get the charge over 40Amps and shuts the second MPPT down. I thought it may have been the battery issue, but I have configured them in varying banks of 12V (Charging at 17V 125Amps), 24V (Charging at 35V 125Amps) and 36V (Charging at 125amps) all controlled by the DVCC fine. But when configured in 48V 65V charge it just cant get past 40Amps.. The temperature of the MPPTs is fine I've got fans on them. #guy

First thought is not enough light.

Second MPPT configuration

Third the battery BMS is limiting charge current.

Plenty of Light, we are in spring here in Aus. MPPT config is fine. No Battery BMS on Nickel Iron Batteries. I did set the BVM712 to DC Metering and it is still limiting. I turned off the DVCC and its still doing this... Not sure how to reset the VE Can as yet as it says when you turn it off.
