Victron Isolation Transformer 3600 115v/230v high incoming voltage?

Victron Isolation Transformer 3600 115v/230v.

Isolation transformer has functioned properly for 2.5 years. New Marina in Mexico.

Intermittently: When shore power is connected, incoming power light illuminates, but 115v power does NOT illuminate, and no shore power is available. Other times, it works properly, but sometimes cuts off. I checked the incoming shore power voltage with a multimeter, and it is 128.75volts, which is way high. I assume this voltage is outside the limits of the isolation transformer, therefore it won't work. Am I correct? I can find nothing that states the limits of incoming voltage in any Victron literature. Thanks in advance!
