Battery monitor not getting to 100%. Settings MPPT and Charge Controller not oke?

I have 3 180AH Flooded lead batteries. totalling 540AH. I run 2 set ups of 2x100Watt solar panels to a 100/20 Victron MPPT controller. I have the 500A Smart Shunt. Now here is the thing. My Battery monitor wont reset to 100%. My Controllers go into float mode most of the time but somehow the battery monitor wont reset itself back to 100%? The other thing is. One charge controller goes sooner into absorption mode then the other one. The other one stays in bulk mode with only 1 or 2 amp into the battery.. Are my settings correct? what am i doing wrong?

@Leon Wildschut your battery has not reached the 14.3v "charged voltage" of the batt monitor.

You might want to lower the "charged voltage" setting a bit.
