My solar panels are not shinny anymore after 8 years of use. What safe cleaning solution can I use that is available to buy in South Africa to clean it properly again. Normal distilled water is not enough anymore.

Drinking quality water and a soft broom would be the best option.
Note that the surface of PV glass has different coatings to reduce light scattering (and other stuff) so it is best not to clean with harsh chemicals, or vigorous mechanical brushes.
Your panels dont have to have a mirror finish to perform well. Hose the dust off, and scrape the bird droppings off with a plastic scraper will suffice.
