Just wired it. New battery that needs charged but I am hooked up to shore power. Green and red lights blink then red alarm stays red and green turns off.

Have you been through the trouble shooting procedure in the manual?
How did you configure the unit?
What battery are you trying to charge? What voltage do you measure at the terminals?
Have you checked that it's wired correctly with no bad connections.
