If not flashing (charging form PV -Equalzation) If all are flashing VE Bus error 4 No other device found. They are others depending on led flash order?
Down load the Victron app for led defintions.

As Rob Said, download the "Victron Toolkit App" for the LED definitions. That would be the first step. If you can't figure out what's going on with that information, the second thing would be to connect to it with an MK3 USB adapter. Make sure that the MK3 is the only device connecting to the inverter (no other VE. Bus cables connected). You can try to connect using Victron Connect or VE. Configure.
Ultimately, if it's not pretty obvious, the next thing I'd do is try to eliminate software issues... The most surefire way to do that is to do a firmware update using VE. Flash which is part of VE Configuration Tools, downloadable here - https://www.victronenergy.com/support-and-downloads/software. Once you click the link, scroll down and there's a tutorial on how to use VE. Flash. Make sure you know how to reprogram the inverter because you'll lose all your programming if you do the firmware update.

What firmware are you on?
There was a fix in 4.97:
Bug fix (similar to the bug fix in xxxx492).
It proved that (in rare cases) with firmwares xxxx495 upto xxxx496 the Multi could get ‘stuck’ in the off state.
It could not be switched on anymore neither locally nor remote. The low battery LED will be on when the unit is switched on even if the battery voltage is OK.

It proved that (in rare cases) with firmwares xxxx489 upto xxxx491 the Multi could get ‘stuck’ in the off state.
It could not be switched on anymore neither locally nor remote. Even power cycling the system does not fix the issue.
(note that communication with such a unit is still possible).
Not that your's is showing low voltage. Worth a shot. But check the toolkit as suggested for the actual state.
Have downloaded Victron tool kit. The LED sequence I am seeing is not listed.
Inverter LED is flashing and the absorbtion, float LEDs are both steady state.
Firmware 490.
Using victron connect updated FW to 498 and reinstalled setup data. Now fails to even try to start with error Hardware or beprom error. Reconnected with connect which report FW is 498 and setting have not changed. Also on conneting with VC initially reported fault #8 Ground relay fault.
I would suggest you manually reflash it with veflash and the image file from professional.victronenergy.com (choosing the right one for your ve bus multi - found by using the four digit hardware code from vrm)
