I recently bought a SmartSolar 75/15. The blue light is always on which i read from the toolkit guide to be float. When looking at the info from the controller it says bulk. So the question is, is the blue light bulk or float. Thanks

Blue led is bulk.

The Toolkit app can indeed be a bit confusing at this point because in the app all LEDs are blue and in real life the LEDs are blue, green and yellow. :-)
