Victron Orion TR Smart 12|12 30 isolated DC/DC charger, Vout=Vin in bulk phase?

I bought Victron Orion TR Smart 12|12 30 isolated DC/DC charger and I set Absorption voltage to 14.40 by the app. Why , in bulk phase, when Vin>AbsorptionVoltage Vout=Vin ? otherwise correctly when Vin<Absorption Voltage then Vout=Absortion Voltage. Thanks for your answer
