TR Smart DC-DC 12/12 30 charger on generator supplied DC

I connected the DC output of a petrol generator to the input of the DC-DC charger and could not get it to work. Disconnected, the generator is supplying 14.5V. Once plugged in to the TR Smart, the voltage reads 26V through the Connect app - confirmed by multimeter readings on the TR Smart's terminals. As such, the TR Smart deems the input voltage too high and flicks between on/off every 30 seconds or so.

When plugged in to a vehicle generator the unit works as expected and I'm struggling to explain these results. Perhaps there is something I do not understand on the generator side.

Anyone got any ideas for further enquiry?

Must have a 12V battery on the input side to stabilise generator output.
