Isolation of MPPT solar chargers

No isolation between PV input and DC output

Basic isolation between input/output and chassis.

This statement is rather brief and unclear to me. Can anyone elaborate?

The input is not isolated from the output, they share a common negative. The two negative terminals are tied together.

Basic isolation. The transistor tabs are electrically insulated from the heatsink using standard methods. "Silpad" or mica washers provide the electrical insulation. Some transistors have insulated tabs, so no additional hardware is required.
You can't expect KV rated isolation standards or otherwise these would be stated.

from the view of safety, it should isolate the input and output, but why not ?
