Orion "No load input current" vs "standby current"

The "no load input current" is <80 mA, the "standby current" is 1 mA, both according to the datasheet (12/12/30A non-isolated smart).

My question: When is the Orion in the "no load input current" state, and when is it in the "standby mode"?

I have installed a wire from the H-terminal so it will only start converting when the alternator is operating.

So, when the H-terminal is low, which state is the Orion in / how much current does it consume? The reason I am asking is that the bluetooth stays on, and I thought bluetooth would consume more than 1 mA...
