Inverter not charging batteries

I have a multi plus-II inverter which does not charge our batteries. The green mains light is on. Both the bulk and absorption lights blink yellow. 116v input power. 13.1v reading from batteries. 2) 200ah lithium iron phosphate. Victor on took kit does not address this specific issue
