I am first-time commissioning a Victron system: NG batteries, Lynx BMS, Multi 12/3000, Cerbo GX. I managed to start up the system, load new firmware, control through VRM. I would now like to set the parameters as proposed in manual (of NG batteries):
5.2.1. Charging the battery and recommended charger settings
But I don’t know where to enter these parameters: how do I go to “charger settings”. Help appreciated.

As you have the Lynx BMS, these settings are preconfigured in the Lynx BMS and you do not need to set them up. The Lynx control charging via DVCC through the GX device.
The Lynx BMS manual Section 4.3 lists what can be changed.
What you should do anyway is go into any other chargers such as MPPT, DC to DC, mains chargers inverter/charhers and set their charge parameters correctly in case DVCC fails. All recemt Victron chargers should have a pre-configured Smart Lithium charge profile you can choose with the correct settings.

The Lynx BMS does it all - very good. Good advice, to still set all charging devices (Multis, MPPTs, DC2DC) with the appropriate Li-settings.
