can I leave a spare phone at home, connected to my local MPPT via bluetooth, and use that as a gateway to access VRM remotely while I’m away from home? I know a Cerbo GX is what I’m supposed to use for this, but trying to save some money.

No, you can not interface into VRM like that.
What I believe you can do is leave a spare phone at home with the VictronConnect app to connect to your mppt via Bluetooth and have a remote access service / app set up between the spare phone and main phone such as TeamViewer so you can check on your mppt remotely.
Other apps may be available.
You’re probably better off with a raspberry pi and a USB to VE.Direct cable.
