I am not seeing any solar wattage on victron app 75/15 controller

Not seeing any solar wattage display on Victron app.

The smartsolar will not start charging until PV voltage is 5 Volts higher than the battery voltage.

The important data's are not on the screenshot. The daily min/max PV and battery voltage. Can you please make a screenshot of that?

Also check all fuses and switches between the MPPT and the battery. Also check the fuse that is directly installed at the MPPT.

Connection between MPPT and battery must be fine or the app wouldn't be showing the battery voltage.

With no connection to the Battery the MPPT will start "charging" and power-up itself with the first sun light.
It will go up to the absorption voltage and than down to float like in the screenshot.

If the PV voltage is not high enough the charging state would be "off" not "float".

It is the most common problem that there is a bad connection between battery and MPPT. There are already many questions about this in the community.
