Manual equalization failed: MPPT 75/10. Best Pre-conditions?

MPPT 75/10, 100W 12V panel, no load outputs, one 85AH lead acid boat house battery.. Did a manual equalization for an hour in full noon sun and never got above 14.2 Vb and 4 bat. amps. The control indicated I was in fact in Equalization mode. What are the best pre-conditions to achieve real equalization at the correct high voltage (16.2V) within the limited preset one hour duration?

  1. State of charge: The manual says it should be started "only during the Absorption and Float mode." Either? Would it be better to start toward end of Absorption so the voltage starts at a higher 14.4V level?
  2. How can I tell if equalization was accomplished? 16.2V for a certain time period?
  3. If the correct voltage was not achieved long enough- how about immediately doing a second Manual Equalization?

Thanks
