Victron Bluesolar PMW Light overcharging

I have the PMW controller connected between a 175W solar panel and a 12V battery bank of 2x100Ahr lead acid batteries. When I connected the system, the charging went up as far as 17,2V where it stayed, despite the monitor showing batteries were fully charged. These are brand new batteries installed at the same time as the controller.

I had a different brand of controller connected before, and this also charged at well over 16V. I bought the Victron thinking the cheaper unit was faulty. Now I have same if not worse situation with Victron!

What could be the reason for this? There are no settings on this unit except load settings. It should recognise the 12V automatically as it is 12/24V unit, 20A.

Any ideas why this happens?
