Smart solar cont and smart shunt

I have brand new 2 AGM 6volt 245amp hour batteries. I have a 400 watt portable solar panel. I have the victron 300amp smart shunt and the victron 100/30 smart solar.

My issue is the controller stays in float mode and wont charge the batteries. It says it is generating 37 volts

Is there a setting that needs to be changed

Presumably your batteries are connected in series to give 12V?
It looks like you need to check the continuity of the wiring from the battery to the Solar charger.
The solar charger should automatically sense the battery voltage at 12v, and select default battery charge settings which can be modified with Victron connect if required.
BTW, the charger needs to see 5V more than the battery voltage to start, but as you are reporting 37V, this looks like the open circuit voltage of your panel, so that should not be an issue.

Yes they are connected in series for 11v.

I have 37volt to the controller and 12.5 volts right now at the battery side of the controller

Post a screenshot of the status page and a screenshot showing the battery settings. You get to settings with the small cog icon in the upper right corner on the VictronConnect app.

I can not see anything wrong with your mppt settings to explain why it is not charging. The usual reason for it to go into float is a poor connection, blown fuse or cheap breaker like the ones shown below between the mppt and the battery. This would be easier to diagnose with a status screenshot. Is the battery voltage listed as 13.80V. Check all your wiring. Use a multimeter to check mppt terminal voltage and battery voltage.
