Hello,
What is the preferred method to charge a Victron Smart Battery 12v/200ah (currently reading at 9v) if Lynx Smart BMS give the error “Battery voltage not allowed” and does not attempt to run a charge cycle? Should I use a Blue Smart Charger to bring the voltage up, while monitoring cell voltage of course, then finish the charge with the BMS once the voltage is high enough for the BMS to charge? Thanks in advance for the advice.

The manual has a section on recovering a battery. See Section 6.1.5. Battery very low terminal voltage.
