I saw it mentioned in a previous forum post here that the MPPT RS 450/200 has a built in SPD on the DC PV side. is that true? Can anybody either firmly confirm or firmly not confirm it? Thanks 
No SPDs on the pv side no.
You need to put in external SPD protection.
They do have relays to short the input on the case of some conditions but that is not the same thing.
An easy way to weed out what is true or not is to use the datasheet and manuals found on the product page.
