Blue solar pwm duo

We want to use the BlueSolar PWM DUO LCD&USB charge controller
12/24V 20A to power an autonomous electronic circuit with a consumption of about 15A. In turn, this same circuit would be responsible for measuring battery voltages (2x 12V26A in series to obtain 24V). The idea is to measure the 12V (bat1) and the 24V (bat2) to see the state of the battery and perform balancing in the electronic circuit. To charge the batteries we use a solar panel. This type of topology requires a pwm regulator with crossed negatives (to be able to join the negatives of the battery and the pwm regulator in the electronic circuit). The question is whether the BlueSolar PWM DUO LCD&USB 12/24V 20A charge controller allows us to connect a battery (in our case 2x 12V26A in series to obtain 24V) to one of its outputs and our electronic circuit as a load to the other output? Or can we only connect batteries to its outputs? Do we have another option for a 20A pwm solar regulator with negative crossover?
