MPPT always in bulk while Multiplus (plugged into 120V) in FLOAT while charging Li batteries

Why when plugged into shore power the Multiplus is in FLOAT while the MPPT is in BULK? The LI batteries are generally almost fully charged (say 96%). Is this typical?

As ever, more info would be useful. Are your lithium batteries connected to a GX device and the MPPT in external.control, if so, the MPPT always reports bulk.
