Centaur Charger charge voltage is too high and never enters the float stage

I have a Centaur 12/40 battery charger that the charge voltage for LA batteries is too high. I have bench tested the unit with a single good deep cycle battery and the charge voltage was 14.82V @ 2A. I found a jumper between TP1 and TP3 near the blue pot on the circuit board and removed it. Then I bench tested again and the charge voltage was 13.82V @ 1A. In both cases the charge voltage never dropped to float voltage after the 4 hour timer at less than 70% charge current should have expired. Can someone please tell me what the jumper is for and what is the purpose of the 4 test points and remaining 6 pins near the blue pot. What could be stopping the charger from changing to float mode?

seems that float voltage should be 13.5V

Thanks Mike, I already have the manual. The test points and jumper I am talking about are circled in the attached picture.
