Can two Victron 24/1200 be used for split phase 240V? If yes, do they need ve direct cable to chain together and do they have to be configured by Bluetooth?

No, that’s not possible. You’d need the MultiPlus 1200 (x2) to do that, along with the appropriate VE.Bus splitter and appropriate programming.
