Hi. The short answer here is that they remain in Bulk because they haven’t yet reached Absorb V.
Until they do there’s no danger of overcharging. And you have lots of V readings that match well to feel safe.
The battery is also still accepting current, so it’s not at 100% SOC anyway.
If this is a new installation, just let the chargers do their thing and charge it up fully to the target Absorb V. The SOC is a calculated figure (wherever it’s coming from), and it should then have a fully-charged base to work from (ie. a proper reset).
With a Cerbo in place, best not use the Smart Networking as well. That can cause weirdness sometimes, and not recommended by Victron.
A lot of new lithium batteries do not have an accurate SOC when supplied, they rely on getting fully charged the first time to synchronise the SOC to 100% with the point when the charger gets them full for the first time by going to float.
